Agrarian Reform Education and Mapping by Farmer Organizations in Central Java to Resolve Agrarian Conflicts
The Yekti Angudi Piadeging Hukum Indonesia Foundation (YAPHI Foundation) is an ecumenical, independent, and non-profit organization with a mission to promote social transformation in the field of Human Rights (HAM) with the community, including farmers, fishermen, laborers, and people with special needs (disabilities). In this program, the YAPHI Foundation accompanies five community groups in three districts in Central Java: Wonogiri Regency, Kebumen Regency, and Pati Regency. These community groups are facing agrarian conflicts with actors from the government and private companies. Some also have problems related to the regulation of territorial use (waters) and environmental issues.
The South Kebumen Farmers' Association (FPPKS) in Urutsewu, Kebumen Regency, is in conflict with the Indonesian Army (TNI AD) who seized the Urutsewu community's land to use as a training area. The Paranggupito Farmers' Association (PPP) in Wonogiri Regency is in dispute with a private company using the method of forced land acquisition facilitated by sub-district and village officials and supported by the Police and TNI. The Porang Paring community in Pati is in dispute with Perhutani, which is seizing the community's land using the method of transferring land rights from the landowner. In contrast to the three groups mentioned, the Juwana River Community Network (Jampisawan) faces problems related to land use division and environmental issues, such as waste and river silting. Meanwhile, the Tambakromo community has problems with land management after a dispute with a cement production company. Many government projects in the form of Social Forestry are offered to the Tambakromo community, so it is important to provide diverse perspectives on how to manage land through methods other than Social Forestry.
The YAPHI Foundation focuses its mapping program on conflicting groups, specifically three villages in Paranggupito District and Porang Paring Village. The availability of maps will confirm the status and provide the community with an understanding of the extent of the territory they control. Meanwhile, agrarian reform education is provided to all assisted groups. The goal is for the community to have a complete understanding of land governance and their rights to the land. From this program, the impact that can be assessed from the mapping activities covers an area of 3.520 hectares with a social impact of 14.438 people with a breakdown by gender: 5.388 men, 5.444 women, and 3.606 young people. Meanwhile, agrarian reform education activities have an impact on 11.073 people with a breakdown by gender: 4.183 men, 4.125 women, and 2.765 young people.
