The Liko Lapak Ai Nama Community is a group of traditional fishermen located in South Solor, East Nusa Tenggara (NTT). This community has experienced a decline in catches due to the rampant fishing activities that are not environmentally friendly, such as the use of fish bombs, tiger trawls, and large-capacity fishing. Not only has the decline in sea fish, the coral reefs that support the marine ecosystem have also been severely damaged.

With the assistance of the Tana Ile Boleng Foundation (YTIB), they are trying to implement conservation based on local wisdom, namely the sky is full of clouds or barns in the sea. YTIB itself has implemented the concept the sky is full of clouds in the sea area of ​​61,97 hectares in 2016. The project was implemented by strengthening customary sanctions for anyone who violates the sky is full of clouds. Also strengthened by restrictions on the taking of marine materials, coral reef conservation, training in friendly octopus fishing, and seaweed cultivation in the region. the sky is full of clouds. In this way, the biodiversity in the area can be strengthened and the population of fish and other marine biota can increase.

Armed with the success of that experience, now they want to apply the concept again. the sky is full of clouds. As a result, there are 6 communities from 5 villages that are willing to be involved in implementing the concept. The six communities are also committed to protecting the area the sky is full of clouds. The waters in South Solor that were successfully mapped for this program are 549,81 hectares. In addition, they have mapped 64,84 hectares that function as coral reef conservation areas. Not only that, the local government has also issued a document recognizing the waters as a people's management area (WKR) that can be utilized by the local community.

Through the initiative the sky is full of clouds This can provide direct benefits to approximately 6000 people who are residents of five villages. However, considering the existence of the sea and its sustainable ecosystem, the initiative can at least provide benefits to approximately 5 million residents in NTT Province.
