On July 30, 2024, the Board Dana Nusantara consisting of the leaders of the founding organizations, namely the Indigenous Peoples Alliance of the Archipelago (AMAN), Agrarian Reform Consortium (KPA), and the Indonesian Environmental Forum (WALHI) has agreed to allocate 3% of any funding support obtained for the Emergency Fund Dana NusantaraThis decision is based on the increasing number of cases and conflicts involving Indigenous Peoples, Farmers, Fishermen, Women, and the Youth in their struggle for their rights and in defending their living space, livelihoods, and agrarian resources.
Emergency funds are a funding scheme designed to respond quickly and flexibly to crisis situations, particularly when Indigenous Peoples, Farmers, Fishermen, Laborers, Women, Activists, and other land rights groups face immediate threats such as agrarian conflict, violence, criminalization, evictions, or ecological disasters. Unlike regular program funding, which involves a lengthy process, emergency funds can be accessed quickly to ensure that urgent needs such as legal aid, evacuation, medical services, and basic logistics are met immediately without the burden of administrative procedures.
This Emergency Fund was distributed to the National Committee for Agrarian Reform (KNPA) by following the applicable fund management standards and mechanisms, including for their allocation in accordance with the provisions stipulated by KNPA. Agrarian Reform Consortium (KPA) acts as the host in this case.
WHO KNPA
National Committee for Agrarian Reform (KNPA) is a coalition of 21 civil society organizations based in Jakarta that focuses on land grabbing conflicts, the exclusion of people from their living space by law and motivated by capital. Since 2016, KPA and KNPA initiated the establishment of an agrarian emergency response system for land rights defenders. This system is accessible to land rights defenders, whether from member organizations or not. KNPA or part of a collective community, especially those experiencing an agrarian emergency situation (agrarian conflict, also including ecological disasters) in their area

In the period 1 August 2024 – 30 July 2025, the Management Unit Dana Nusantara has distributed Emergency Funds amounting to Rp. 121.860.000 (one hundred twenty-one million eight hundred and sixty thousand rupiah) or equivalent to USD 8,124, and in the period of August 1, 2025 – July 30, 2026 has distributed Rp. 1.035.000.000 (one billion and thirty-five million rupiah) or equivalent to USD 69,000.
The use of the Emergency Fund is focused on supporting initiatives such as: (1) Legal assistance and field investigations during emergency situations; (2) Evacuation of victims of agrarian conflict and violence who are at risk and in need of safe places; (3) Medical care and other humanitarian needs for victims who suffer physical or psychological injuries; (4) Direct support to victims' families, both financial and non-financial, during emergency situations (e.g., criminalization, evacuation, or loss of life); (5) Consolidation and strengthening of communities at the grassroots level during emergency situations in agrarian conflict areas; and (6) Logistical support and trauma healing for communities affected by evictions or agrarian violence, including basic food supplies; public kitchen needs; clean water; tents; special needs for babies, children, women, and medical needs.
In August – December 2025, the National Committee for Agrarian Reform (KNPA) has received five Emergency Fund applications from five districts consisting of Toba Regency, Dairi Regency, Takalar Regency, North Aceh Regency and South Bengkulu Regency. The agrarian conflict in the location occurred between the community and forestry and plantation companies. The area of the conflict handled was 20.575 hectares. Meanwhile, the number of Farmers, Indigenous Peoples and Women who directly benefited from this support was 54 people (48 men and 6 women). In addition, this support also impacted 7.823 people (4.034 men and 3.789 women) around the conflict area.
In addition, to respond to the ecological disasters (flash floods and landslides) that occurred at the end of November 2025 in the provinces of Aceh, North Sumatra, and West Sumatra, the Approval Committee Dana Nusantara agreed to allocate part of the 2025 regranting balance. An amount of Rp. 663.185.500 (six hundred sixty-three million one hundred eighty-five thousand five hundred rupiah) or equivalent to USD 44,212 has been distributed through KNPA at the end of December 2025. The funding comes from the regranting balance KPA amounting to Rp. 429.735.000, regranting balance AMAN amounting to Rp. 219.945.000, and the regranting balance WALHI amounting to Rp. 13.505.500. In mid-January 2026, the Management Unit Dana Nusantara again distributed funding for the Sumatra disaster response amounting to Rp. 750.000.000, equivalent to USD 50,000, sourced from funding support with the approval of the Waverley Street Foundation. The distribution was made on January 19, 2026, directly to the account of Rp. 200.000.000. Emergency Response AMAN, amounting to Rp. 200.000.000 to the account Emergency Response KPA, amounting to Rp. 200.000.000 to the account Emergency Response WALHI, and Rp. 150.000.000 to the Emergency Fund account KNPA.
Di AMANThe emergency funds for the Sumatra disaster response have been distributed to 11 Indigenous Communities in North Sumatra, including the Lumban Toruan, Janji Angkola, Siunggas, Sitolu Ompu, Simardangiang, Aekgodang Tornauli, Pansur Batu, Sibalanga, Bius Batuna, Godang Siatas Sitono, Huta Siambaton Napa, and Sitahuis communities. The funds were distributed in the form of support for basic necessities and clean water.
Meanwhile, KPA distribute emergency funds for the Sumatra disaster response together WALHI and in collaboration with the Agrarian Barn Solidarity Movement Volunteers (GESLA). These volunteers focus on emergency response and post-disaster recovery, which has been in place since the COVID-19 pandemic began in 2019. The funding support is then distributed KPA together with GESLA to 39 assisted villages KPA The aid reached 2.938 families across North Aceh, East Aceh, and Central Tapanuli Regencies. The aid was distributed in the form of food, clothing, medicine, sanitation, post tents, electricity, school stationery, reading books, holy books, and trauma healing support for children.
Thus, from mid-2024 to early 2026, the total emergency fund distribution amounted to Rp. 2.789.990.500 (USD 185,999), which was channeled through KNPA where the use of funds is still ongoing and to respond to the Sumatra disaster which is distributed through each founding organization AMAN, KPA and WALHI which has been fully distributed.
